July 11,2023 is the 19th navigation day of our country, and also the implementation day of World Maritime Day in our country. The year 2023 is the beginning year for fully implementing the spirit of the 20th National Congress of the Communist Party of China, an important year for speeding up the construction of a transportation power and striving to be the pioneer of China modernization. It is also the 10th anniversary of China's initiative to jointly build the Belt and Road Initiative and the 50th anniversary of China's restoration of its legitimate seat in the International Maritime Organization. It is of great significance to hold a good navigation day. Matters related to organizing and carrying out the activities of Navigation Day in 2023 are hereby notified as follows.
I. General Requirements
Under the guidance of Xi Jinping Thought, we will fully implement the Party's 20th National Congress spirit, adhere to the principles of loving the motherland, good nei***orliness and friendship, scientific navigation and rejuvenating the sea and strengthening the country, with prominent themes, appropriate scale, rich content, frugality and pragmatism, further enhance the influence of Navigation Day activities, vigorously carry forward the navigation spirit of the new era, and promote the construction of a maritime power, a transportation power and a shipping power.Better service, build new development pattern and build "One Belt and One Road" with high quality.

III. Activities
(i) Thematic activities.
On July 11, the launching ceremony of 2023 China Navigation Day Forum and National Navigation Day Week was held in Cangzhou, Hebei Province. The forum was jointly organized by China Navigation Society, Cangzhou People's Government, National Energy Group and Water Transport Science Research Institute of Ministry of Transport.
(II) Characteristic series of activities.
1.7 On April 11, the Organizing Committee of China Navigation Day released the announcement of China Navigation Day 2023 to the whole society.
2.7 On May 11, China civil ships and non-Chinese ships owned or operated by Chinese shipping companies were fully flagged and whistled for one minute at 9 a.m. The relevant sea-related institutions shall hang the flag in the way that the ship is fully flagged.
